The soft glow around a neon tube. Put it on a fatter copy of the tube's curve, about four times the bevel depth, and give it the same Tube Color, Flicker and Seed as CS_NeonSign_Boil; it adds light over whatever is behind it and in Cycles also lights nearby objects.
