Follow this path to add the brushes to your Asset Library:

Edit → Preferences → File Paths → Asset Libraries → Add Asset Library → Select “106 Rock and Cliff Brushes and Alphas” folder → Add Asset Library

After that, open the Asset Browser in Blender and access the brushes in Sculpt Mode.
