Blockout default hotkeys are set for the blockout active space. You can add them to 3Dview and other tools if you need them elsewhere, as well as add hotkeys you use with blockout to the tools space.

Blockout affects selected Objects like any default Blender operator. Make sure the Object is selected before cutting. Then choose the Cut option and start drawing.

After installing the add-on, you can access Blockout from the Blender toolbar. Simply switch to the Blockout tool to start adding primitives, or press CTRL + W hotkey.
