Yes. The Blender mesh includes the 52 standard ARKit-named facial shape keys and prepared lipsync actions for AI, O, CDGHKNRST, L, UW, E, FV and MBP. Map compatible capture data through your preferred workflow; capture hardware and integration software are not included.

Use James_King-Blend.blend for the native Blender scene, body and facial controls, ARKit shapes and pose actions. FBX and GLB are interchange exports whose available features depend on the importing application. OBJ files are static pose meshes and do not contain a rig or animation. The meshopt-compressed GLB requires a compatible importer.
