These textures are optimized, so they should work smoothly with lower end PC! (Older brush packs)
Blender 5.2 LTS+ brush pack doesn’t work with super old machines.
Recommended GPU for using Grease Pencil is Nvidia 1050 or better.
Minimum Blender version supported is 2.90+
