PLX does work with EEVEE. It even has realtime performance in the viewport.
Normal maps only contain surface direction information, which affects the lighting but does not create any depth. PLX uses displacement maps to make any texture look 3d, which can enhance the effect of normal maps.
Place the displacement map inside the PLX_Texture nodegroup and connect any PLX_SteppedParallax or PLX_SmoothParallax nodegroup to your pbr textures. A guide image is also provided.
