To install a theme:

  1. Choose the zip file corresponding to your Blender version (2.8+ or 5.0+),
  2. Unzip the corresponding xml file,
  3. open Preferences from the Edit menu,
  4. select Themes from the left sidebar,
  5. click the Install button on the top-right,
  6. find your xml and click Install Theme.
