Thanks a lot for the feedback.
The intent is that when there are not shape keys enabled you have the base human form. Then you can mix in any of the other shape keys.
The drivers are added for convenience so you can easily control the shapekeys from the Character UI directly. This way you can animate the shapekeys directly within the action of the Armature of the character and have them be part of the same animation.
The shapekeys can be applied at a % as well. This means that if you move the slider of the "strong" up to a different number than 1.0 you will get a mix between the extreme shape of the strong man and the normal one. The same for the fat guy.
