NO — Newly created Depth Locators do NOT go into the active collection. They always go into the "Depth_Locators" collection (which is created automatically if it doesn't exist).
Could we create a Depth Locator without active scene camera?
NO — You cannot create a Depth Locator without an active scene camera.
