Append the Collection "GN_2D_Perspective_Ruler" from the product file you downloaded or start the product file you did.

Recommend Settings

In Draw Mode, check "Fade Inactive Objects" so that you can change the ruler's opacity.
This works in Material View and Solid View.

Set "in front" in the Object properties of Grease Pencil. The Grease Pencil Object will be displayed before other objects.

If you increase too many lines, Blender will fall down. You can add more lines only when you feel like adding more lines.

To render the ruler's lines, use Viewport Render Image.
