This is geometry nodes modifier setup, not an addon.
Easiest way to use it in your projects is to copy one of the Light Ray objects (CTRL+C) and paste (CTRL+V) it into your project. Then customize it to your needs.
Cycles
In cycles you may have black artefacts like this:
To fix it increase Transparent light bounce count under Light Paths tab:
