Outlinernodes
Yes and No. If you use blender just to create one single model, you probably wont need OutlinerNodes. However when you eventually decide to create something really big that needs to have consistent and repeatable outliner structure it'll come incredibly handy.
To an extent. On single object scene it probably won't help much. However if you have a project with tens and hundreds of scenes it'll save you a huge chunk of time by automating repetitive tasks like figuring which collection you need to disable and on which layer. Also nodes are just more fun even when you deal with something as boring as outliner.
Yep, probably. I'm relatively new to coding, since my main job is an artist, and I developed OutlinerNodes as a helper tool for my personal projects. However I'm not planning to drop the development, and if you report any bugs through the bug tracker I'll do my best to release the hotfix.

At my day to day job I work with tools like Katana, Maya and Nuke, but I started my career in Blender and never stopped using it as a primary tool for my personal and freelance projects.
