Yes, but better actually. You can use it to set a temporary pivot (the 3DCursor) or a more destructive one like the object's origin (that's just what we call the object mode pivot).
Is this like 3DSMax's pivot?
Yes, I don't think I matched all of its functionality, but I WAS inspired by what you can do in Max.
