How do I turn this from a laundry basket into a shopping basket?
The pile of clothes and towel are included as separate objects and can simply be removed. Keep in mind the AO texture assumes these items are present, and must also be removed when removing these objects or it will leave non-existent shadows on the model.
Can I move the handles?

Yes, in native blender files and other file formats that support parenting relations the handles are separate objects with their origin points set to allow posing the handles. The handles are included as separate assets in the asset-library for the same reason.
