Can't I do this with Geometry Nodes or a Time Offset modifier?
Not for mesh objects. Geometry Nodes only sees the current frame; it can't read where your object was ten frames ago. Blender's Time Offset modifier only exists for Grease Pencil and shifts the whole object at once. TimeSlice records the animation and lets every vertex sample its own frame, which is what a slit-scan, smear or twist needs.
Does it produce Slit-scan photography
Yes, use the "camera" method in the gradient section, and pick the camera you want to create the effect with, then adjust the angles for deformation.
Does it render correctly?
Yes, in Cycles, EEVEE and Workbench, including motion blur. The cache is saved inside the .blend, so command-line and render-farm renders work too, as long as TimeSlice is installed there.
