Blender 5.2 or later. The .blend is an Asset Browser library built and checked in Blender 5.2.1 LTS; older versions are not tested.
Every model in the images is a piece of this kit, rendered in Cycles. The shots' lighting, sky and falling rain are scene setup and are not in the download; the wet roads, glowing signs and rain-streaked walls are the kit's own materials.
Add a custom property af_glow to your scene (Scene Properties > Custom Properties > New) and set it to 1: the flats' windows, offices and street lamps light up. The neon, sign panels and billboards glow either way.
