The panel is a registered text block inside the .blend, so Blender only runs it if Auto Run Python Scripts is enabled. Turn it on in Preferences > Save & Load and reopen the file, or run Spider_Animation.py once from the Text editor. You can also install the add-on included in the package.

Yes. During contact the feet stay pinned to the floor with no slide and no floating; only the body moves. The WalkFwd clip also carries root motion, advancing about 0.227 units per cycle.
